5/19/2015 (updated 7/9/2015) – Tulsa, OK — Oklahoma County prosecutors may not get it right very often, but apparently Tulsa County prosecutors know exactly where child prostitute predators belong… A Claremore man is found guilty and sentenced to prison for attempting to pay a 13-year old girl for sexual contact.
JohnTV first reported on 45-year-old Joseph Wayne Collins back in Sept. of last year.
According to court records, Collins, formerly residing at 8051 Dunnwood Rd. in Claremore, was actively seeking a young girl to pay to have sex with. A concerning reality that Tulsa police became aware of.
In response, an undercover female officer posed as a 13-year-old girl and sent a text to Collins.
Collins responded by allegedly offering to pay $175 in exchange for sexual intercourse.
Police arrested Collins after he arrived at the America’s Best Value Inn. Where police found Collins to be in possession of condoms and $200 in cash.
On Sept. 22, 2014 Collins was charged in Tulsa County with one count of felony lewd proposal to a child.
Collins was released from jail after posting a $25,000 bond while he awaited trial.

Clik here to view.On May 11 of this year, in Judge Doug Drummond’s courtroom, Collins faced Tulsa County prosecutor Kenneth Elmore and a Tulsa County jury, who, after deliberating for only 1.5 hours, found Collins guilty.
Collins was formerly sentenced on May 15 to 15-years in prison, followed by three years of DOC probation.
While being booked into jail, immediately following his conviction, Collins gave an updated home address in Chouteau.
According to DOC records, Collins reported to prison on May 26 and is not set for release until the year 2030.

This (well deserved) 15-year prison sentence is in sharp contrast to what often happens in Oklahoma County and Cleveland County…
Examples:
- Kyan Letrail Gilmore pleaded guilty to selling a young teenage girl for sex to as many men as he possibly could in Oklahoma County and was only sentenced to six-years in prison. LINK
- Two men and a woman where charged with the sex trafficking of an OKC teen girl. By the time the case ended, two of the alleged sex traffickers had their charges dismissed and another pled out to a $50 fine. LINK
- Cleveland County prosecutors agreed to only 75-weeks in prison for Teddy Dead Davis after he admitted to raping a six-year-old autistic boy after meeting the boy’s father on Craigslist – and then letting the boy’s father stand in the corner and masturbate while he raped his son! The dad, Jonathan Smith, who invited Teddy to his home to rape his son. He only received five-years in prison as part of a plea deal. LINK
- In 2006 local criminal defense attorney George Joseph Miskovsky pleaded guilty in Oklahoma County to paying to have sex with a 15-year-old girl on multiple occasions. His sentence? His felony rape charges were reduced to misdemeanors and he was sentenced to only one year in jail and no requirement to register as a sex offender. LINK
- Jeremy Eugene Steelman, 36, pleaded guilty to prostituting a teenage girl in OKC. Specifically he pleaded guilty to pandering (pimping), aiding and abetting prostitution and maintaining a house of prostitution. His plea deal by the Oklahoma County District Attorney’s office? Five years of probation! LINK
- 21-year-old Joshua Ray Hudson initially pleaded guilty to the human trafficking of a very pregnant 16-year-old to as many Edmond men as would come to their motel on Broadway. Oklahoma County DA David Prater’s office agreed to let Hudson withdrawal is guilty plea to human trafficking and amended the charge to simply computer crimes (posting ads of the girl for sale on Backpage). His sentence? Probation only, no criminal record, no official conviction. LINK
Those are just a few examples of child sex predators who realized ‘Justice’ is not often had in Oklahoma County.
